2006 Rules
HELMETS
The Nor Cal League will be enforcing NORBA rules regarding helmets. Any rider seen on a bike before, during or after races that is seen to be riding (no matter short the trip) with out a helmet fastened securely to their head will lose all their series points. A second offense will lead to the loss of the teams points at the race. A race promoter may also choose to disqualify the rider from the race.
COACHES HELMETS
League coaches are also expected to comply to the rule helmet at all races. A 25-point penalty will be applied to the team scores for non-compliance.
PARTICIPANTS
This race series is for all junior racers who are also attending public or private high school (grades 9-12). Home-schoolers are also welcome to compete.
TEAMS
Teams must be comprised of students from the same high school (Composite Teams comprised of members from more than one school with geographic proximity may be accepted in Division II). Home-schoolers may compete with a school team within their county by request. The request may be denied. Proof of school attendance (a report card) may be required at the state championship event. Division I Teams must register. Division II teams are also encouraged to register. Teams do not need to obtain an 'official status' at their school.
TEAM COMPETITION HAS TWO DIVISIONS
All teams will be either Division I or Division II
Division I: Teams of 7 or more members.
Division II: New teams or teams with 10 or less members. Also teams from small schools with less than 100 students are eligible for Division II*.
*note: Division II teams that have enough points to place in the upper 50% of the Division I teams shall be upgraded to Division I after the third race of the season.
TEAM SCORING
Division I: Top seven point earners. Not all point earners can be from the same gender. At most, five can be boys or five can be girls. Division II: Top three point earners, at least one score from each gender (BBG or BGG).
Teams are placed based on point totals for whole six race series.
TEAM REGISTRATION
All division I teams must register to be included in team rankings. We
also encourage Division II teams to register.
Team registration is free, but requires construction of a basic single
web-page that MUST includes ALL OF THE FOLLOWING: roster, division,
coaches name, contact info, team logo, sponsors, a team photo, and one
other photo (from training rides, races, etc.). Teams should begin
creating these ASAP. More info.
INSURANCE REQUIRED
All Division I and Division II teams must be registered NORBA clubs and acquire club insurance. Proof of insurance must be received by the first race. Click here for details and form (PDF).
INDIVIDUAL SCORING
End of season points will be based on best 5 of 6 races. In other words we drop the lowest score. Individual scoring is not divided into divisions (I and II). Individuals compete against racers in their same class (see below). Click here to view point values.
GUIDELINES FOR CHOOSING CLASS
In 2006 racers will now be broken into seven classes. Below are some guidelines for choosing your class:

LEADER’S JERSEY
The top point earner at any time will be awarded the Leader’s Jersey. The Leader is expected to wear the jersey at events, so long as they remain the top point holder. The overall winner of the series should wear the Leader’s Jersey to the first race of the next season.
POINT SYSTEM

Points are awarded for all finishers.
There is a 25 point bonus for JV racers.
There is a 50 point bonus for Varsity racers.
If you DNF (did not finish), you will not be awarded any points for that
race.
Points earned in one class do not transfer to another class. It is
recommended that you choose a class and not change during the series.
DOUBLE POINTS
The state championship event will be worth double points.
PLACINGS
We will be using overall placing's reported by the individual race promoters. In other words, third place means third place, even if the winner is not part of the high school series.
OUTSIDE ASSISTANCE (5 Minute Penalty)
Flat tires and mechanical problems should be repaired by the racer, and the racer must carry their own tools, tubes, etc. If outside assistance is required, a five minute penalty will be assessed.
CUTTING THE COURSE
Cutting the course will result in disqualification, possibly a loss of all League points. If you drop the race be sure to tell the first course marshal you see.
MUSIC PLAYERS/HEADPHONES
No iPods or other devices with headphones are allowed while riding or racing.
WALK THE BIKE THROUGH CROWDED AREAS
All racers should walk their bikes in the pit the area, or spectator areas. Riders who demonstrate reckless behavior and/or risking other riders and spectators will be penalized a minimum of 50 points.
MODIFICATIONS
We reserve the right to modify the system to accommodate changes and problems.
