Petition for Exception
The Petition for Exception can be used to ask for an exception to Category Placement, or for any other reasonable rules exception request.
Category Placement rules can be found in Section 6.3 of the NICA/NorCal handbook.
In general, exceptions to the Category Placement Criteria are discouraged and should be granted only under extraordinary circumstances. Petition upgrade options are limited to the following:

In general, exceptions to the Category Placement Criteria are discouraged and should be granted only under extraordinary circumstances. Petition upgrade options are limited to the following:
- 8th graders may only petition to race JV or Varsity;
- 9th and 10th graders may only petition to race JV or Varsity;
- 11th and 12th graders may only petition to race Varsity.
Students should fill out the petition themselves. Once submitted, the form will be sent to their coach for comments and approval. If there is no coach, the student must contact the League director and a coach advisor will be appointed.
Petitions must be submitted with sufficient time for consideration. Last-minute petitions cannot be rushed. Allow a minimum of five business days from the date of submission for the League’s Rules Committee to decide on the petition.
